We are pleased to report the environmental remediation of the 250 Water Street site was completed in December and the New York State Department of Environmental Conservation (DEC) issued a Certificate of Completion, indicating implementation of the Brownfield Cleanup Program (BCP) has been successfully completed. This Certificate of Completion Notice will now be formally recorded with the New York County Clerk and filed with Manhattan Community Board 1.
The remediation work was performed safely in accordance with the Remedial Action Work Plan (RAWP) approved by the DEC and NYS Department of Health (DOH) under the stringent BCP guidelines. A Community Air Monitoring Plan (CAMP) and Construction Health and Safety Plan (CHASP) were implemented during remediation as required. More than 100 New York City sites have been successfully remediated under New York State’s Brownfield Cleanup Program (BCP), a program which encourages private sector cleanups and redevelopment of urban brownfields with regulatory oversight by NYS Department of Environmental Conservation and Department of Health. The BCP emphasizes transparency and requires robust citizen participation with numerous opportunities for public review and input into environmental investigation, remediation planning and implementation
Phase 1 of the remedial investigation was completed on June 15 and 16, 2020. Work included an 8-hour baseline air monitoring event and geophysical survey.
Phase 2 of the remedial investigation was completed on July 8 and 9, 2020. Work included on-site soil vapor sampling.
Phase 3 of the remedial investigation was completed between July 27 and August 3, 2020. Work included advancing soil borings, collecting soil samples, and installing and developing monitoring wells within Area of Concern #3 (the former thermometer factory/workshops).
Phase 4 of the remedial investigation was completed between August 17 and 26, 2020. Work included advancing the remaining soil borings, collecting soil samples, and installing and developing the remaining monitoring wells.
Phase 5 of the remedial investigation was completed between September 1 and 3, 2020. Work included collecting groundwater samples and a synoptic groundwater gauging event.
The monitoring well elevation survey was completed during the week of September 21, 2020.
